Zoned out: City applied wrong traffic standards

City officials are looking at the process applied to processing plans for the proposed Topa Mountain Winery. The debate centers around whether the city applied the proper zoning guidelines.

The Thoroughfare Corridor Overlay (TCO) is a fairly clear and presumably helpful classification in the zoning section of the Ojai Municipal Code. Its purpose, among other things, is to make sure property access is located in a way that traffic flow is not impaired along important arteries. It applies to major transportation corridors through the city, including Highway 33 and Highway 150.

Ojai’s TCO, found in Section 10-2.703 of the Municipal Code, was adopted in 2004. There is just one problem, though: No one ever got around to including the TCO on city zoning maps.
