Ojai Unified postpones public hearing on proposed budget to June 16 meeting

Ojai Unified School District will not be discussing its budget, as advertised by the Ventura County Office of Education, when it meets via videoconference on Wednesday, June 2, starting at 5:30 p.m.

Instead, the school board will hold its public hearing on the proposed budget for the year ending in 2022 on June 16 at 5:30 p.m. The budget will be available for public inspection for just two days prior to the meeting — June 14 to 16 — "during the normal workday" in the OUSD office at 414 E. Ojai Ave.

The Ventura County Office of Education placed a public notice in the Ojai Valley News on May 14 advertising a June 2 public hearing on OUSD's proposed budget. The public notice also stated that "the proposed budget will be on file for public inspection from May 27 to June 2nd, 2021" at the district office. However, the budget was not available on June 1. A new public notice about the June 16 public hearing on the budget will be published in the June 4 edition of the Ojai Valley News.

The district asks that public comments be limited to 450 words.

People can also make their public comments in person after 4 p.m. at the district board room, 414 E. Ojai Ave.

Due to COVID-19 safety protocols, the number of individuals in the board room will be limited and masks are required at all times.
The board may choose to limit all public comments to a total of 30 minutes.

May 12 OUSD school board minutes

The May 12 school board minutes included in the June 2 agenda, include Ojai Federation of Teachers President Angie Genasci commenting on "the appointments of two new administrative positions in the district and the concern and disappointment among Ojai Federation of Teachers membership that these two positions were appointed without being posted for the usual application process. The membership wants to understand how the district can justify such costly additions when school site positions and programs have been cut back. These additions were added, were made without mention of potential salary enhancements for teachers in the coming year."

Although Genasci did not state what the two administrative positions were, the OUSD hired a new assistant superintendent of Business Services, who was introduced at the May 12 meeting, and promoted the assistant Matilija principal to the Matilija principal position.

OUSD's Board Policy Manual Policy 4111 regarding "Recruitment and Retention" states, in part:

"The Superintendent or designee shall develop equitable, fair, and transparent recruitment and selection processes and procedures that ensure individuals are selected based on demonstrated knowledge, skills, and competence and not on any bias, personal preference, or unlawful discrimination. ... and

"When a vacancy occurs, the Superintendent or designee shall review the job description for the position to ensure that it accurately describes the major functions and duties of the position. He/she shall also disseminate job announcements to ensure a wide range of candidates."

 

Interfund transfers resolution

 One board resolution in Agenda Item 6.1.19 approves OUSD board ratification of "all interfund transfers of expense within the approved and adopted budgets of said funds." The proposed interfund transfer approval is for "items of expenditure that are incurred (e.g., in the General Fund that are actually a direct cost to another fund, i.e., maintenance job orders, warehouse requisitions, publications and other operating costs). These may also include items such as charges that are expended in a particular fund and later are identified as chargeable to another fund. This resolution will facilitate that handling of these transactions during the 2021-2022 fiscal year."

 

Temporary loans between district funds

Agenda item 6.1.20 approves temporary loans between district funds for the 2021-2022 Fiscal Year, allowing the "temporary transfer of cash from one fund to another to meet cash flow needs. This may be necessary due to unforeseen fluctuations in the revenues received from federal, state and local resources."

 

Appropriation transfers within district funds


Agenda item 6.1.21 authorizes appropriation transfers within district funds for the end of the 2020-2021 Fiscal Year.
The agenda item explanation reads: "We are requesting that the Board authorize the Superintendent, Assistant Superintendent and/or Director of Fiscal Services to make such transfers that may become necessary to permit the payment of District obligations at the end of fiscal year 2020-2021."
The resolution for that agenda item reads, in part: "Whereas, Budget shortages may exist in major object codes within District Funds at the end of the 2020-2021 Fiscal Year,
"Whereas, The Board of Education of the Ojai Unified School District authorizes the Superintendent, Assistant Superintendent and/or Director of Fiscal Services to make such transfers between any expenditure classification and if necessary from the Un-appropriated Fund Balance of the District for the 2020-2021 fiscal year, as required to permit the payment of obligations of the District incurred during such fiscal year. These transfers are to be presented for ratification at a subsequent Board meeting."

Agenda item 6.1.22 authorizes appropriation transfers within district funds for the 2021-2022 fiscal year.

OUSD reports that it received and accepted two students who have enrolled through the OUSD District of Choice enrollment option. OUSD is one of only four school districts in Ventura County utilize the District of Choice enrollment option. The other three school districts are Mesa Union, Santa Clara Elementary School District (aka the Little Red Schoolhouse between Santa Paula and Fillmore), and Oak Park Unified.

According to the California Department of Education rules on school districts that participate in the District of Choice program: "d) A school district of choice shall post application information on its Internet Web site. This information shall include, at a minimum, any applicable form and the timeline for a transfer pursuant to this article. This information also shall include an explanation of the selection process the school district of choice implements pursuant to subdivision (a)."

The information must also be provided in the language the school district generally provides translations for.
