BREAKING: Ventura County moves back to the most restrictive COVID-19 purple tier

At California Gov. Gavin Newsom's COVID-19 press conference today, he announced that Ventura County would be among the many counties moving back into the state's most-restrictive widespread purple tier of reopening.
Forty of the state's 58 counties  are moving backward in tiers today. The state decided to announce the updated tiers today, instead of Tuesday, when they have typically been updated, because they will now be updated multiple times a week. “Today, we are moving forward, not waiting for Tuesday, to make announcements,” Newsom said.

Ventura County now has an adjusted case rate of 13.3 new cases per day per 100,000 residents, compared to 7.2 a week ago. In order to return to the red tier, Ventura County must maintain a case rate of 7.0 or below. 
Counties that move back also now must make industry changes within 24 hours, instead of three days, with phased-in enforcement coming from the state.
In alignment with Purple Tier 1, the following sectors are permitted for OUTDOOR operations only until further notice. These sectors must still maintain mitigation measures (social distancing, face covering, and sanitization): 
  • Cardrooms, satellite wagering
  • Family Entertainment Centers (e.g. bowling alleys, miniature golf, batting cages, kart racing, and arcades)
  • Gyms and Fitness Centers
  • Movie theaters
  • Museums, zoos, aquariums
  • Places of worship
  • Playgrounds and recreational facilities
  • Restaurants 
  • Wineries
Overall, the state is seeing the fastest increase in daily cases since the beginning of the pandemic, with daily cases doubling in the last 10 days. Newsom said: "We are now moving backwards, not forwards, and last week was an early indication of some movement in the more restrictive direction."
