OUSD board to discuss goals at Wednesday, Oct. 14, videoconference at 5:30 p.m.

10 11 20 OUSDOjai Unified School District’s proposed goals for 2020-21 will be on the Wednesday, Oct. 14 school board agenda.

The public portion of the meeting starts at 5:30 and the closed session portion of the meeting starts at 4 p.m.
On the closed session agenda are the:
— “discipline / dismissal / release / resignation /appointment/ reassignment / employment” of two employees.
— evaluation of the superintendent.
— Litigation regarding the Channelkeeper v. State Water Resources Control Board, city of Ventura, et al.

Among the agenda items are an update of the progress and current status of Summit School, which created a waiting list in August and currently has 113 students enrolled.

The list of goals are divided into six sections on innovation, reflecting community values, facilities, student achivement, whole child, and equity. Staff will suggest areas of focus and measurable objectives in each area for the board’s consideration.

Other agenda items include:

— Reviewing the work of the teachers on special assignment for the OUSD, funded by the Low Performing Student Block Grant.

— Recognizing Nordhoff Ojai youth activists and students Karys Everett, Sophie Massey, Eric Georgopoulos, Mikhail “Mischa” Brant, Phoebe Dohrn and Amaya Hull, who will be recognized for creating an inclusive culture.

— Recognizing Mira Monte students Evie Cabrera, Fae Lochner, Charlotte Wagner and Myrina Wheaton for environmental stewardship.
The students will also receive a Rotary Student Peace Ambassasor Award from the Rotary Club of Ojai Peace Committee.

— Honoring Donna and Randy Metz, owners of the Island View Ministries for providing about 400 new T-shirts to the Family Fund Clothing Closet.

— Introducing new Student Advisory Council members Kolbe Fink, Sophie Massey, Sofia Moreno-Boyd Barrett, Elizabeth Rosales, Emily Michie and Ela Ruf.

— Discussing coaching assignments.

— An update on the 2014 Measure J bond projects and finances.

— Discussion of memorandum of understanding between Valley Oak Charter and OUSD.

— Authorizing a Meiners Oaks Library partnership and consider a memorandum of understanding.

Board goals to be discussed include:

We will create innovative learning environments for students, teachers, and all OUSD staff.

1. All families will have access to the internet

2. Expand extended learning opportunities, adding at least one new club or program at each school site.

Measurable Objective: New clubs or programs are advertised and available to students. Report to the Board on progress.

3. Continue with the expansion of 1:1 devices (chromebooks, hotspots, etc.) for students.

4. Refine career technical education (CTE) pathways and create capstone activities in at least three pathways.

Reflecting Community Values

We will reflect our community's values and create processes that meaningfully engage feedback, support and participation from our stakeholders

1. Engage at least one Guiding Coalition to advise on a strategic plan on one of our four identified community values.

Measurable Objective: Strategic plan presented to the Board.

2. Develop and engage a Parent Advisory Committee.

Measurable Objective: Monthly Parent Advisory Committee meetings. Parent Advisory Committee. review of Local Control and Accountability Plan, Learning Continuity Plan (, other district initiatives. Receive monthly feedback from Parent Advisory Committee to inform practices.

3. Support established non-profit groups such as PTOs (parent teacher organizations, PTAs (parent teacher associations), and OEF (nonprofit Ojai Education Foundation).

Measurable Objective: Regular engagement with groups from site principals or superintendent. 

4. Increase engagement with the community on social media.

Measurable Objective: 20% increase in page follows and engagements.


Our facilities will be safe, aesthetically pleasing, and will reflect a positive learning environment for students, staff and community members

1. Survey students on each campus at least twice. Track growth on vision question: “It feels good to be here” and qualitative responses.

Measurable Objective: Scores on student survey will improve between the first and second survey

2. Conduct a site walk with principal and maintenance staff before school, back to school, and open house to identify areas for improvement.

Measurable Objective: Track improvements to sites and completion of identified areas for improvement.

3. Create a safe campus environment on each site, meeting COVID-19 health and safety protocols from the City of Ojai, Ventura County Public Health, and reopening committee recommendations.

4. Use the principles of “Designing for Joy” ( when developing new projects on campus. Involve key stakeholders in design processes including, teachers, classified staff, parents, and students.

5. Identify and prioritize improvements that can be made to spaces regularly used by the community.

6. Perform a work-study for grounds, maintenance and custodial departments. Define job duties and priorities, calculate time to perform actions, and create a general plan that can be followed with clear expectations of work to be performed and how long it should take.

7. Implement components of the school safety audit where possible.

Student Achievement

We will provide an environment where students make academic progress and each and every student will learn at high levels.

1. All staff will participate in Professional Learning Community (PLC — work to identify essential standards for each grade level and subject.

Measurable objective: Documentation of essential standards. Smarter Balanced Summative Assessments (SBAC) scores in English language arts and mathematics.

2. Implement education program called Levered ( in 3, 4, and 5th grade math.

Measurable objective: Student participation data, Smarter Balanced Summative Assessments (SBAC) mathematics scores.

3. Implement the RAFT reading program ( at all elementary schools to address early literacy skills.

Measurable objective: All RAFT students will increase their reading scores by more than one grade level.

4. Implement Gifted and Talented Education (GATE) program ( at each site by 2022-23 school year.

Measurable objective: At least five elementary teachers will receive GATE certification.

5. Implement a consistent, quality distance learning program in grades 2-12.

Whole-child (

We will focus on a comprehensive approach to the overall social, emotional, mental and physical health of students

1. Continue to develop and manage Family Fund as a source of assistance for families and students in need.

Measurable objectives: Increase the number of donors and partners. Report to the Board on funds raised and families served. 

2. Continue to train and implement Restorative Justice practices

Measurable objective: Counselors, interns, or administrators will model community building circles at each site. Restorative Justice practices will be used at each site. Annual student survey data.

3. Provide mental health services to students.

Measurable objectives: Report to the Board on mental health services provided over the 2020-21 school year. Annual student survey data. 

4. Begin parent support groups facilitated by mental health clinician and marriage and family interns.

Measurable objective: Provide weekly service options to parents.

5. Continue to work with and develop the Guiding Coalition ( on Inclusion to guide and assist the district in developing inclusive practices for all students.

Measurable objective: Report to the Board on Guiding Coalition outcomes. Webpage with updated inclusive practices.


We will ensure that gender, ethnic origin, family or economic background, are not obstacles to achieving educational potential.

1. Continue to work through the Guiding Coalition on Diversity, Equity, and Inclusion, as well as other stakeholder groups, to develop a strategic plan for equity initiatives.

Measurable objective: Strategic Plan for Equity Initiatives in place by the end of the 2020-21 school year.

2. In partnership with community groups and stakeholders, develop a bank of teacher resources for culturally appropriate approaches to holidays and celebrations including Thanksgiving, Martin Luther King Jr, Day, Black History Month, Hispanic Heritage Month, and others.

3. Provide translation of all messages and documents delivered through the school system.

Measurable objective: Sampling of message and documents to determine the degree of fidelity

4. Pilot a professional development training or program for teachers on developing Culturally Inclusive Educational Materials and Curriculum Design, working towards implementation of the FAIR act

5. Conduct an equity review of achievement and opportunity gaps for student subgroups through a collaborative framework, and work with teachers and stakeholders to develop a plan of action for necessary improvements.
