It was recorded the day after California Gov. Gavin Newsom issued his March 19 Stay At Home Order for all California residents and on the day Ventura County Public Health Officer Dr. Robert Levin issued a Stay Well at Home Order on March 20.

Powers says at the start of his video:

"We are at a pivotal moment in this fight against the COVID virus. We are on the verge of cases spiking in our country and our community. And therefore we need to take bold and decisive action in order to defeat this virus and save lives."
