An operating plan for the Ojai Basin Groundwater Management Agency’s (OBGMA’s) function as a groundwater sustainability agency (GSA) is in its final stages and should be filed by the end of the year. “We were able to do what’s known as an alternate plan,” said OBGMA board member Russ Baggerly, “because the basin is in very good shape.”
In particular, he said, there have been no instances of overdraft of the groundwater in the past 10 years. Areas in which overdraft has been significant or in which water quality has been degraded are required to draw up more detailed, complex plans for forming a GSA, he said.
