Land of confusion: City unclear over which parcel has restrictions

Following a contentious Feb. 9 City Council meeting, when the nonprofit group People’s Self Help Housing presented a proposal to build affordable housing units on city-owned land, confusion still reigns over the project.

City staff is unable to confirm which portion of those parcels is subject to a deed restriction allowing for public use of the property, but disallowing it to lease the land or use it for other purposes.

The Ojai City Council has not publicly acted on the issue since the Feb. 9 meeting during which debate centered around the proposed locations, named Sites 10 and 11 in the state-approved housing element of the city’s general plan.
