The conservation numbers were looking good for the Casitas Municipal Water District (CMWD): residential use showed a 23 percent reduction from the 2013 level in the month of May. But no sooner had the numbers been reported than a call came from the State Water Resources Control Board saying the figures for agricultural consumption should have been included. That would change the reduction to a mere 11 percent.
"This is not what the directive was meant for," CMWD general manager Steve Wickstrum said Tuesday, referring to Gov. Jerry Brown's April 1 executive order calling for a 25 percent reduction in water consumption statewide by February 2016.
