Gov. Jerry Brown set a historic precedent Wednesday when he ordered the first mandatory water regulations in California history. Water suppliers must achieve a 25 percent reduction in water use over the next 11 months, the executive order directed, based on the 2013 level of consumption.
Local suppliers and consumers appear to be at least one step ahead of the game. "I think it's excellent that he did that," said Bert Rapp, general manager of the Ventura River Water District (VRWD), referring to Brown's order. "Our customers already cut back 20 percent last year, so we have only another 5 percent to go."
